Finance Officer
Position Summary:
Reporting to the General Manager of Corporate Services, the Finance Officer delivers grant management, financial administration and administrative support for the Town of Bonnyville. This is a dynamic, highly varied role designed for an adaptable professional seeking long-term career stability and continuous growth. Rather than a routine daily workload, this position requires a broad skill set to effectively support a range of operational needs, spanning grant writing, finance, payroll backup, and front-counter customer service.
Key Responsibilities:
- Grant Administration: Research, write, and submit municipal grant applications from start to finish; manage compliance and closeout reporting.
- Accounting Operations: Perform GL maintenance, bank reconciliations, journal entries, trial balances, AP/AR, and assist with property tax/utility billing.
- Payroll and HR Backup: Process bi-weekly payroll coverage, statutory remittances, WCB/LAPP filings, and serve as backup for HR administration.
- Customer Service: Handle front-counter payments, answer ratepayer inquiries, and assist visitors with municipal services.
- Cross-Functional Support: Cross-train across Corporate Services to pivot between daily priorities and provide operational coverage.
Qualifications:
- Post-secondary degree or diploma in Accounting, Finance, Commerce, Business Administration, or a related field (or an equivalent mix of formal education and practical experience).
- Proven experience in full-cycle grant administration, from sourcing funding opportunities and writing complete applications to preparing post-grant financial and compliance reports.
- Proven, hands-on experience in full-cycle accounting, including trial balances, General Ledger (GL) maintenance, Accounts Payable/Receivable, payroll processing, and financial statement preparation.
- High versatility and adaptability, with a desire to wear multiple operational hats, pivot between distinct tasks daily, and establish a stable, long-term professional home with the Town.
- High numerical accuracy, strict commitment to handling confidential HR and financial information, and strong communication skills, both written (grant proposals) and verbal (ratepayer and team interactions).
- Strong working knowledge of Microsoft Office Suite (Excel, Word, Outlook) and computerized financial management software systems.
- Knowledge of Alberta municipal operations (property taxation, utility billing, PSAB standards) and hands-on experience with municipal software such as Vadim or Questica is a strong asset. Municipal experience preferred; however candidates with highly relevant, transferable experience and a demonstrated passion for municipal operations are encouraged to apply.
Working Conditions:
- Standard office environment operating during normal municipality business hours (40 hours per week, Monday through Friday). Varying hours may be required.
- Sitting for extended periods, standard keyboarding, and routine movement within an office environment.
- Regular daily interaction with members of the public at the front counter.
